JOB TITLE: Community Cats Program Manager DEPARTMENT: Operations

REPORTS TO: Director of Shelter Operations

SUMMARY: The role of the Community Cats Program Manager is to manage all operational and promotional aspects of the program including supervisory responsibilities of the program’s staff and volunteers.


  •  Manage registered feral cat colony caretakers including all responsibilities of Sponsor organizations found in the Code of Ordinances for Cook County (“Managed Care of Feral Cats”).
  • Manage Trap-Neuter-Release (TNR) hotline.
  • Plan and maintain a community education effort including monthly public seminars, specialized training for caretakers and volunteers (both onsite and in the field), and community building workshops.
  • Recruit and train volunteers to assist in all aspects of the program including: Colony Caretakers, administrative support, and field support.
  • Establish and maintain a working relationship with public officials, various community groups, and other animal welfare organizations to promote our program and services.
  • Manage internal TNR projects.
  • Oversee Cats at Work (CAW) program.
  • Coordinate and carry out the transport of cat transfers from partner organizations.
  • Perform other related duties as assigned by management.


  •  Directly supervises 2 employees within the Community Cats Program: (1). Community Cats Field Specialist, and (2). Community Cats Program Coordinator.
  •  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


  •  Bachelor’s Degree (BA) from four-year college or university.
  •  Demonstrated knowledge of TNR and animal welfare issues.
  • Computer skills required: Microsoft Office programs and general office equipment.
  • Valid driver’s license and use of a private vehicle for work use (use of Tree House Humane Society van is available at times).
