Through the leadership, development and administration of all Human Resources functions, the Senior Manager of Human Resources is the backbone of these values. The Senior Manger has responsibilities including but not limited to recruitment, employee retention, employee relations, compensation, insurance/benefits administration, health and safety, personnel records administration, employee engagement including incentives and recognition, performance management and organizational development, and policies and procedures. This position will be responsible and accountable for managing all payroll and benefits processes,  implementing best practices and procedures while ensuring compliance with applicable federal, state, and local payroll regulations. This senior level manager will also have oversight of purchasing process for the organization, accounts payable, accounts receivable and coordinates implementation of functions through HR, payroll and A/P and Purchasing staff.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

·        Directs and oversees the day-to-day business functions of ACC’s HR, Payroll, A/P and Purchasing departments.

·        Develops best practices for human resources management and implements strategy for future growth and retention of organization; conducts exit interviews.

·        Establish a positive employer-employee relationship and recommend employee relations practices necessary to promote a high level of employee engagement.

·        Manage daily operations of payroll department and directly supervise payroll staff.

·        Oversee OSHA and safety requirements and programs for all departments.

·        Manage and monitor workers’ compensation, short-term disability, paid family leave and other LOAs to ensure compliance and consistency throughout the organization.

·        Liaise with Union and act as ACC’s representative during grievances and contract negotiations.

·        Coordinate with insurance brokers, insurance carriers, retirement savings and pension administrators, labor counsel, and other outside sources.

·        Provide guidance and direction to supervisors and managers in handling of various employee matters, including promotion and performance discussions, progressive disciplinary recommendations, associated documentation, and preparation for employee conversations.

·        Maintain awareness of employment law, industry trends, current practices and new development. Identify legal requirements and government reporting regulations affecting Human Resources functions (e.g., OSHA, EEO, ERISA, and NYS Minimum Wage) and assist senior counsel with preparation of compliance.

·        Perform investigations and appropriately document complaints regarding all employment and safety practices.

·        Ensure coordination between administrative and fiscal functions including care center and admissions centers cash management, accounts receivables and purchasing.

·        Oversee performance appraisal program, employee benefit and wellness programs, incentives and employee recognition.

QUALIFICATIONS AND REQUIRED SKILLS

·        Minimum of five years’ experience in a management level role with expertise in Human Resources.

·        Bachelor’s Degree and/or master’s degree in business administration preferred.

·        High-level of confidentiality, discernment, attention to detail and diplomacy.

·        Ability to effectively communicate, handle ambiguity, problem solve, and make a positive impact to the business through successful execution of all areas of responsibility.

·        Up-to-date understanding of complying with hiring, termination and related employment law.

·        Must be expert user and have strong working knowledge of ADP Workforce Now payroll processing system

·        Excellent writing and communication skills

·        Strong critical thinking and conflict resolution skills, and ability to multi-task and prioritize in a very fast paced environment

·        Proficient in Microsoft Office Suite and strong working knowledge of Excel required.

WORK ENVIRONMENT

·        Primary duties are performed in an office environment with exposure to cats and dogs. Regular visits to all five animal care and admission facilities (one in each borough of NYC) is required. Employee will be exposed to odors or airborne particles including animal fur. Availability after-hours and on weekends, may be required.

·        REPORTS TO: Senior Director of Administration

·        OVERTIME: This position is exempt from overtime.
